Governor Cooper Announces Executive Order 147

For Immediate Release: June 29, 2020

Governor Cooper announced Executive Order No. 147 on Thursday, June 24. It will remain in effect until 5pm, July 17.

Here is what you need to know about Executive Order No. 147:

1. Reopening Phase 2 is extended until July 17, so all of those mandates still apply until that time.

2. Face coverings are mandatory (minus a few exceptions listed below) where 6ft of physical distancing is not possible.

3. You do not have to wear a face covering if you:

  • Are under the age of 11.
  • Have a medical or behavioral condition that precludes you.
  • Are strenuously exercising.
  • Are actively eating or drinking.
  • Are at home or in your personal vehicle.
  • Are communicating with someone who is hearing impaired.
  • Are giving a speech for a broadcast or to and audience.
  • You are at work and wearing a face mask puts you at risk. (This must be determined by local, state, federal, or workplace safety guidelines.)

4. Employees for retail, restaurants, personal care, grooming, tattoo businesses, and other businesses are required to wear face coverings. Law enforcement can cite businesses if they disregard this mandate.

5. Businesses may refuse to entry to customers who refuse to wear a face covering. Law Enforcement officers will assist businesses with a situation, if needed.
